7 GW of photovoltaics in Italy. Real modules or paper PV?

Following the announcements by the GSE about the 7 GWp of filed applications for the FIT – of which 4 GW referrable to “completed yet not connected” PV plants – first comments and explanation are coming by from the Industry Associations. According to Assosolare, the total amount of panels circulated in Italy in 2010 was 3,4 GW (import from UE countries 0,8 GW, from extra-UE around 2 GW, plus 0,6 GW internal national production). Since the grid-connected power before end of 2010 has been 1,85 GW, there would be only around 1,55 GW left for installations completed yet not connected. Less than half of the 4 GW filed into the GSE website.

On top of the logistical issue, there seem to be also financial reasons to question the reality of the GSE data: compared to the market turnover of PV in 2010 of about € 7 Billion, the total amount of investments (1,85 plus 4 GW “filed”) would top 20 Billion of €, of which neither the large installers, nor the banks, nor the insurance companies appear to have a clue of. It has also been said that the total amount of project-financed PV plants, including leasing investments, so far in Italy roughly reaches 1 Bilion €.
