Photovoltaic Italian market stucked at 11 GW
The Italian market of photovoltraic plants topped over an incredible 11 GW after a shot run in 2011. The speed rate of the connected plants as registered by the Authority (GSE) floated between 30 and 50 MW per day. Up to August. From September the rate dropped dramatically to a few hundreds kW and then almost stopped after reaching the 11 GW thresold (see GSE counter on line). The main cause is likely the rush to register the plants before August 31, thus dodging the registration among the "large plants" as required by the FIT program "4th Conto Energia". And for the next months the situation doesn show any reason for improving. The incredible mistake made by the decree accepted as viable in the class A register of the large plants almost 75% of plants for which the permit is all but a self-declaration of start of works ( the "DIA") without permits for the grid-connection issued before the year 2009, instead of the appropriate Sole Authorization (the "AU") which all the projects undorwent since then. In a few words, the register class A - which is granted the financing through the FIT program for the whole 2012 - is filled with garbage projects which will likely never come to light. And the good projects, with AU, line connection permits and all due diligence items in order remain stucked on paper. The mistake will show up only in March, after the 7 months grace period granted to the registered project to be connected. But then another 6 months will have gone with just residential projects to be realized.
